I have the same issue with D2009. It is not a D2009 bug (does not appear at clean D2009 install) - this issue is related to EL (bug appears right after latest EL's install).

BTW, the russian is default language on my system. I think this can be related to incorrect UnicodeString <-> AnsiString translation.

I have just found and fixed this bug in the last 6.0.19 RC 2. :)
Ok, I've checked it. Works fine now.
